There are caravan parks near Samurai Beach and Redhead Beach, but I don't know how cheap or expensive they are; (being a local, I don't need them..).
With plenty of bushland, scrub and dunes in these areas, camping out is always an option for the more low-profile and environmentally aware campers among us..
Just be sure to keep the areas clean and tidy - it's often a good idea to leave a campsite in better condition than what you might find it in.
You will also have to remember to take adequate water with you, into some of these places.
You have Birdie Beach which is half way between Newcastle & Sydney on the Central Coast. If you are coming from Newcastle, turn left at first set of traffic lights after the big prawn and follow the signs. If you miss the turn then turn left at the next traffic lights as per Sydney directions. If you are coming from Sydney direction, turn right at the traffic lights in Lake Munmorah (at the overhead footbridge) About 2 klms along you'll come to a small tight roundabout, if you turn left there, it will take you into the national park, follow the signs. This is a designated nudist beach and is in the national park so there is a fee, currently $7 for a day visit or $22 for an annual pass.

between Port Stephens and Gosford you also have -
Newcastle - Burwood Beach (South end of Newcastle council area - WaterBoard controlled land - that's why nudists are rarely bothered there...); Susan Gilmour used to be popular, but a handful of perv's and perverts made problems several years ago, and Police occasionally patrol that area now..
Lake Macquarie - North end of Dudley Beach is best known and most popular; also several secluded and suitable areas near Redhead (South end) and Blacksmiths (North end) beaches, Mawson's Breakwater, and Catherine Hill Bay, for those who aren't scared of a short walk ...
There are a number of good secluded spots in the National parks near Gosford.And I believe in the Basin Area of Palm Beach. Best to go on weekdays as on weekends they get crowded. Hope you find what you are looking for
